He was baptised on 8 October 1885 in Musgrave Street Wesleyan Methodists, West Hartlepool, Durham, England.6 In the census of 31 March 1891 in Melbourne Lodge, Stockton Road, Stranton, West Hartlepool, Durham, England, he was listed as the son of Edwin Birks Hugh was a scholar.7 Edwin, Eliza and their five older children all signed the Wesley Register as paying their Guinea in 1898 towards the Methodist Million Guinea Fund. They gave their address as Melbourne Lodge in West Hartlepool.8 In the census of 2 April 1911 in The Oaks, Westbourne Road, West Hartlepool, Durham, England, he was listed as the son of Edwin Birks Hugh was a grocer.9 He married Emily Douglas Lamb, daughter of Henry Lamb and Georgina Hart Hutchinson, on 30 August 1911 in St Paul's, Hartlepool, Durham, England, Hugh was described as a grocer living at The Oaks, Westbourne Road, Emily was living at 46 Clifton Avenue. The ceremony was witnessed by Herbert Andrew, Ellen Georgina Lamb and D Lamb.10,11,12

He was living with his wife and children.13 He died from influenza on 5 February 1924 in 2 Elm Grove, West Hartlepool, Durham, England, aged 38.10,2,14,15 Hugh was buried on 7 February 1924 in Stranton Grange Cemetary, Tanfield Road, Hartlepool, Durham, England, The inscription on his headstone reads: Hugh H Birks born August 3rd 1885 died February 5th 1924. The burial followed a service conducted at the Wesley Church by Rev. C. A. Duthie, who was assisted by the Vicar of St. Paul’s (Rev. P. P. Turner). The service was choral, the hymns sung being, “Lead Kindly Light” and “Fight the Good Fight”. Mr. J. Bell, A.R.C.O. was at the organ, and played suitable music as the cortege entered and left the church. The body of the church was crowded. The family mourners were, Mr. and Mrs. Edwin Birks (father and mother), Miss Birks (sister), Mr. and Mrs. A. Leask brother-in-law and sister, Messrs. M. Lamb, N. Lamb and R. Lamb, brothers-in-law. Mr. A Birks and Miss Birks (uncle and cousin), Mr and Mrs Frank Mayson (uncle and aunt), Mr. H. Birks (uncle), and Mr. W. P.
